Ok so whats the process for getting cars over the border, registered, and legal? Internet search proved unhelpful for me.

As mentioned it's not my car but the guys contact info is up there.
I know people around here that brought cars from the U.S (easy) but not the other way around.
You could call the U.S border services and local DMV for details or (run search) and post a thread with that title in General Chat.
