Found this online and really like it for Dual-Monitor setups:

Simple software, allows you to set independent wallpapers for each monitor, and scale each one independently. No more need for dual-specific wallpaper, or having the same wallpaper on both monitors. It's currently occupying less than 1mb of memory on my system and works great

The Nvidia video drivers have that capability built in. It's called nView.

Although, I can see this app being pretty useful for ATI video card users.

I use a program here at work called Ultramon. It adds a task bar to the other monitor and does all of the above

I really liked the concept of a taskbar on both monitors, but Ultramon (at least the free version) isn't customizable. I couldn't get it to take the Zune theme, it wouldn't run Transbar, I didn't even bother with ShellEnhancer. I just wish the Stardock Objectdock could be used on both monitors.
