Well.. Considering the persident "should" already be the oracle of the Constitution it makes sense his would be the shortest and most direct to the point. That is/was his primary function. I believe it was first used by George Washington on April 30, 1789
If you look at a lawyers, you can see many many spacifics spelled out but the higher you go the less needs to be specified. All do have a common bond which is critical for taking office and serving the people properly.
Oh and notice the Citizens Oath. Those who take this oath were often refered to/are called the "2nd class Citizens" because of this statement in the oath... "When required by law" The function of which is to act as guide for new citizens that they might learn the ways of the United States.

I noticed a bunch of the oaths talk about defending the constitution. I also have noticed how many of these same people, taking these oaths, have tried to change the constitution because it didn't suit them. If these people would loose their jobs for violating their oaths, we would see a lot more of them unemployed.
