Using Google I found a link to a low fuel light project on a Miata site. ( used search terms LM339 and "low fuel light")
The main part of the circuit is a LM339 quad voltage comparator, which is used to compare voltage on the sensor wire from the fuel gauge. The small trimpot located on the lower left of the circuit board is used to set the trigger voltage to turn on the lamp when the fuel level is low.

http://list.miata.net/1995-04/1052.htmlThere should be a few other circuits for Low Fuel Light on the net, plus some cars have Factory setups that could be transplanted.
Some changes may include replacing the panel lamp with a LED.
