rad fan not turning on

where is the fan relay?
and r there any diagnostic tests?

The first quick test is to turn on your AC. This will turn on the fan, if it is working, regardless of temperature.

Look for a sender unit in the head with one wire going to it. Disconnect the wiring harness from it, put a piece of wire into the connecter shell of the wiring, and ground it. If the fan comes on then your relay and fan are ok. If not, then the problem is likely the fan relay.

There is a possibility that the fan itself is broken.

True, but not too likely. Ive rarely seen actual fans not working. Usually relay or wiring problem. Dont forget also that 84s had a 2 speed fan on it. Check Ogre's cave, its an excellent guide to the dukes.
