It idles fine, but what would cause the tach to bounce when I step on the gas?

It could be caused by your tach filter going bad. Try jumpering it out and see if it does the same thing.

Also, check your battery. My 84 used to do that whenever the electrolyte level was getting low.

Just remove the tach-filter (the electrical capacitor thingy between the ignitioncoil and the rear valve cover) it's usually a white/beige connector and jump (short) the two connections running into the harness.
