Can you get 250hp from a turbo setup on a 2.8 without using any ecm mods?

not possible? What could be expected?

I'v seen a few kits that claim 200hp @6psi and 220 @ 8psi with chip.

This is on a stock engine so you should be able to get 250.

Though the 2.8 is NOT the best choice for a buildup.

Running about 7psi of boost with my supercharger I did around 14.5 in the quarter mile which I calculated to about 180-190hp at the wheels. I guess around 200 at the flywheel. So it is possible, but the downside is I am rebuilding the engine. I would blame it, for the most part, on poor tuning.

You do need a reprogrammed ECM, but that is the easy part and there are some on the forum who can help you with that. Takes 5 minutes to install.

I have a 3.1L turbo grand prix and it puts out 205 hp and 220tq at 9.5psi a guy makes chips for it and it ups it to 12.5 psi don't know what the gains are but I've herd good things about it.
