Go to YouTube and type in something like "biden calls trump xenophobic". You get this at the top of the search results:

Now if you simply look at the top two results you clearly see videos saying yes, he did in fact tweet that the various travel bans by Trump were "xenophobic"
If you go to the Politifact website you see that it was owned by a newspaper until 2018 when it was bought by the Poynter Institute. This institute claims to be
non-partisan but results say otherwise.

"Fact-checking whether Biden called Trump ‘xenophobic’ for restrictions on travel from China"
Miriam Valverde for PolitiFact; March 27, 2020.
https://www.politifact.com/...led-trump-xenophobi/

How PolitiFact summarized this "Fact-check" of March 27, 2020.

quote
Biden has not directly said that the restrictions were xenophobic.

Around the time the Trump administration announced the travel restriction, Biden said that Trump had a “record of hysteria, xenophobia, and fear-mongering.”

Biden used the phrase “xenophobic” in reply to a Trump tweet about limiting entry to travelers from China and in which Trump described the coronavirus as the “Chinese virus.” Biden did not spell out which part of Trump’s tweet was xenophobic.

If memory serves me, PolitiFact was "born" as a feature or recurring section of the Tampa Bay Times newspaper.

The Poynter Institute is a legacy of the late Paul Poynter, publishing magnate. The Poynter Institute now owns PolitiFact and the Tampa Bay Times newspaper. It's as if PolitiFact has grown up and bought the (publishing) house next door to its parents at the Tampa Bay Times. The child of the family is now the family's next door neighbor.

The Poynter Institute describes itself as a non-profit training and research center for the profession of journalism. It's based in St Petersburg, Florida.
